I have black ops for the wii, but I'm pretty sure it's the same process. Once you see his/her name in the lobby, select it. Then select send ally request then he/she will decide wether or not he/she wants you. It may take a while. In fact, he/she might not even notice the proposal!
And im sure you have a lot of proposals waiting for you right now! But once again, I have the wii and don't know how to view proposals on the PC, so sorry if the way I told you isn't the way you do it on the PC.
