It is part of the Research Lab, just north (above) the main lunar base. You will find the Locator Device there. Drive there in the rover, pull away the meteor with the winch, and use the pressure chamber to squash you so you can slip past the boxes to the Infirmary door. Inside, grab the medi-hose and go straight up and left to the center hub, then back down and right to the maintenance area.

You actually only need one if you are careful ; take one and go past the right side water spray, along the top, and past the tree. You can use the cork on the spray next to the ladder. The long way uses 4 corks, one for each nozzle.
