How do you get rath medulla in monster hunter portable 3rd?

There's a fairly rare chance of getting it from a Rathian when you carve it's tail after cutting it off, probably around 8 - 10%. You MIGHT be able to get it from the rewards also. Rathalos can also drop it too.

This is in High Rank, not Low Rank or Village.
