First you must find and register all the Pokemon before you can find it. Then, get Registeel, Regirock, and Regice and go to the Hippowdown Temple. In the 3rd maze (the room with the Bannette and Gabite) You'll see a purple swirly vortex. Enter that vortex and you'll figure out the rest by yourself.
