go to the trade shop and trade for the oil can go to the clock tower and oil the gears in the middle
You put oil on the gears which are in the middle.
You don't need to oil all of the gears, but the ones you do oil, you need to oil until they shine. Only oil the gears that connect the two large gears, and you should be fine. Hope this helps! :)
If the parking brake cable is stuck, it is probably rusted in place. Try squirting WD-40 into the cable itself. If not, you will have to replace the cable.
Inside the clock tower at Diamond Plains, the clock gears are rusted. You oil only the center set of gears, not the ones that go around the outside. Click on each only until it sparkles, and do not waste oil by missing the gears. When you are done, turn the handle to start the gears and get the clock working again.
To effectively remove rust from your bike gears, you can use a mixture of white vinegar and baking soda. First, apply the mixture to the rusted areas and let it sit for about 30 minutes. Then, scrub the gears with a brush or steel wool to remove the rust. Finally, rinse the gears with water and dry them thoroughly.
