Go to Bill's Dad's house which is found north of the town Cerulean (Misty's Town), he'll ask you ask catch pokemon (e.g Lickatung and Tangela) and to show them to him, he'll then give you stones one by one :)
You can't evolve Togetic in Pokemon Crystal as Shiny stones did not exist in Crystal. Togekiss was also introduced in Gen4. Crystal is Gen 2?

Pokemon Liquid Crystal is not a game. However, in Pokemon Crystal, one can find a water stone on Route 25, along with most other evolutionary stones available within the game.
You can find evolution stones in various locations in the game, such as by battling trainers, in hidden areas, or at the Goldenrod Department Store. Some stones can also be obtained by completing side quests or by using the Pickup ability on certain Pokémon.
Talk to Alan the Schoolboy on route 36. Battle him and get his number. He is the one with the fire stones.

You can buy them at few at stores. On some versions, people will give them to you. On Yellow, Red and Blue, you can find Moon stones in certain caves. There are multiple ways to get stones. Remember, there are other ways of evolving your Pokemon besides stones! Good luck! In different versions, evolutionary stones are obtained in different ways: In Pokemon Red, Blue and Yellow; these stones are bought from the Celadon Department store. In Pokemon Gold, Silver and Crystal; stones are obtained randomly throughout the game (By finding them, winning a contest, etc.). In Pokemon Ruby, Sapphire and Emerald evolutionary stones are traded from a man who is looking for different coloured shrads. Pokemon Firered and Leafgreen are the same as Red and Blue. In all versions, Moon stones are found randomly and cannot be bought or traded.
There is no HM08 in Pokemon Crystal. Pokemon Crystal has only 7 HMs that are available to use.
