How do you get the 4th hokagae un loked on Ultimate Ninja 3?

you get the first and second hokages by answering udon and moegi's riddles at the academy, then go to the suzuki estate (located in between the shushuya and general store, and in front of the leaf gate) and answer ebisu's riddles. to get the fourth hokage, you must unlock all characters, including hanabi.

All you do is unlock everyone else. There's a cheat that unlock everyone but Hinata's sister.

I f i were you,i would beat the entire campaign.If that doesn't work,just keep doing easy battles in single player against the com.
