FLY: Beat your rival at the route near the weather institute (clear inst. first)

DIVE: Beat tate and liza at the mossdeep gym, clear team magma at the space center, and go to steven's house

WATERFALL: Wake up rayquaza and stop kyogre and groudon from fighting, and Wallace will give you waterfall

HM03: Surf (Hidden Move 03: Surf) can be found on the house of Wally next to the Petalburg Gym. After beating Dad Norman on the Petalburg Gym. Talk to a man on the house next to the Petalburg Gym and he will give you HM03. Teach it to one of your Pokémon capable of learning surf and you can now travel through waters and seas.
