You can get a dwarf multicannon after the completion of the 'Dwarf Cannon' quest, once this is completed this quest you can purchase a cannon from the dwarf engineer on ice mountain for 750,000gp.

There is no bazooka on runescape, but there is an item called a 'fixed device' which players carrier around. It is from the quest 'Mourings End: Part 1' and looks like a bazooka despite the fact that it is useless in combat.
