To let the doctor know you have been sent by Director D, you ask for an eye exam. During the exam, select the REVERSE of each symbol that he points to. (Upside-down, or right-to-left.) He will let you in the upstairs laboratory using the outside door.
Once you are inside, click on the doctor and he will tell you about his his latest invention (the chameleon suit). The "chameleon suit" allows you to blend in with your surroundings. He will give it to you, and you can use it to slip past the guards and dogs at the docks. There you can rescue the first missing spy.
*To put it on or take it off, simply click on the "Items" button (the backpack in the top right-hand corner of the screen) and select it.
When you select the Chameleon Suit from your Item Bag ("put on"), you will be undetectable to enemies, but only when you are standing still. So the process of getting past guards or dogs involves moving while they are some distance away, then stopping again before they hit you. You need it twice : once on the docks to get the first spy, then again to cross the building rooftop to rescue the third spy. (see related question)
Go to doctor spyglass and take the test remember pick the opposite and then go out side the building go to the door on top click it should let you in then go crazy and start clicking on different stuff soon you will get it.

In order to get the chameleon suit on Spy island, you must take an eye exam. To pass, you must select the opposite shape ( e to backwards e, m to w etc.). This will signal the eye dude that you are a spy and he will revel to you tat he is a spy inventor. He hands you a key to finishing: the chameleon suit.
When you get the suit you get on the roof of the warehouse, sneak past the guards and get inside without being seen.
