You have to do Franchise which is under Game Modes. Then you have to beat a few games (7 or 8) and then on the main menu, it says skill drills. Click on that, and then do practice. You just got to the dummies.
That is Wrong ^. You can go to skill drills as soon as you start the game without playing in fanchise mode. To unlock the dummies, you must beat them in the fantasy challenge. It is pretty hard, but it is possible.
