To get him out of his room, you need to return the Twisted Wizard CD to Rowley's house. Jump on the car and then quickly hide behind the bush to the left of the door. When Mr. Jefferson comes out and goes right, jump up and quickly click on the doorway to get inside. Rowley will give you his Joshie Club membership card. Use the card at Greg's house to open the laundry room, and cut the power to Rodrick's room at the breaker box.
