How do you get the mezmetron in fallout 3?

you can find it in paradise falls talk to the man that you first see and he will go on about a job accept it and then he gives u the mesmetron. but you its not a primary mission so you dont have to finish the mission

Go to paradise falls and speak with a black fellow about getting slaves.

You have to talk to the guard outside of paradise falls and he gives it to you to go capture VIP slaves.
