You first have to trade your old saddle from Rock ridge for a gold pan. Find gold, and trade the pan for the oil. Go back to the gear area and oil them.
When ACTUALLY oiling them, Clean every gear in the middle row. This will probably use almost all your oil. But as long as it works, the clock will work.
The middle gears is the big clump of gears from the big shiny silver gear to the other big shiny silver gear. and to ACTUALLY oil them you have to oil it until it gleams. if this doesn't help i suggest looking at the walk-through for cheats.
