How do you get to snowpoint city gym leader?

there is a tower near solcean ( I cant spell it because I was in a battle). if you can make it to the top a lady will give it to you ( there are two ladies, the other one will give you a cleanse tag)

First, go to a place that has magikarps fluing with difficulty Then there are some of the team galactic guys after you beat them there is a cave with a boss from team galactic. Then you go to Mt. Coronet use strenght up of the cave, then you must you enter the stairs and then when you get out of that place, you will see lots of snow and then snowpoint city is up. You will have to battle Commander Saturn. Then do everything at spear pillar and you will need to go to snowpoint.

Snow Point City is a city in Sinhoh (Pokemon Diamond, Pearl or Platinum), it does not exsist in Pokemon Emerald. Therefore, you cannot 'get' to it.
