How do you get to sootopolis on sapphire?

I have trouble the first time finding it too,it's very hard to find because it's underwater.You have to dive all the place in the sea and find small cave,go in and go up you'll get to that city

You need to use the Hm dive, which can be found in Mossdeep, on a compatible pokemon then use Dive on a spot with a ring of deep water. Head toward the bottom of the ring and there should be a cave where you can resurface into Sootopolis.

Use dive around the city and then look for a cave, go in and then use dive again.

to get to sootopolis you have to use dive outside the city then come up inside.

Surf Southwest from Mossdeep city and then when you see a dark are of water dive and there will be a cave inside the water, once you got it get out of the water
