This is simple. Just Surf across the ocean to Cianwood City! I have an idea you mean Jasmine (technically the 6th Gym Leader) in Olivine, though. Her's is slightly more complicated. First go to Cianwood and get the Secretpotion from the pharmacy. While you're there beat Chuck at the gym and get HM02 Fly from his wife in front of the gym. Use Fly to get back to Olivine City (you can Surf back, but it's easier to Fly). Go up through the Olivine Lighthouse until you get to the top. Give the Secretpotion to Amphy at the top. Now go to the Olivine Gym and battle Jasmine!
