WARNING: YOU NEED YOU BE A WEREWOLF TO USE THE POWER.
Dawnguard is the expansion that adds the werewolf perk tree, without that, you can't get werewolf perks.
No
There are 13 perks in total.
Yes, as part of the Companions questline in the vanilla version of the game, you will become a werewolf. However the werewolf perk tree is only added in the Dawnguard DLC.
You have to go to the Companions in Whiterun. After a few quests they will turn you into a werewolf.
Legendary.
If you mean the Werewolf and Vampire perks, these are not earned the same way as regular ones. As a Werewolf, progress towards new perks is earned by eating the hearts of slain victims. As a vampire, progress is earned by killing enemies with your claws or life drain power. So even if you started Dawnguard as Lv81 with all perk points spent, you can still max out both the Vampire and Werewolf perks. Dawnguard adds no other perks, so a Lv81 won't miss anything out in that regard either.
You have to buy the DLC
Yes. Skyrim is also out for PS3 and PC.
Go to Whiterun and join the Companions. The offer of becoming a Werewolf is part of their quest line.
Werewolf or vampire and I'm the werewolf and it's sweet. Just watchout for towns they hate them.
As I recall, there is no prize offer to states if you pre-order Skyrim and get a free Xbox 360.
