*edited* Create a relationship between sims, as new things come up in the romantic section and friendly section. Don't always do the same thing on the same section, sims will get bored. As a relationship forms, you can "propose going steady" making them BF & GF. After that u can Propose.

I have the Sims 3...River-view you have to go to the Exchange and purchase it. To purchase this you will be given a code in your Sims 3 box, You enter this in the sign up page and you will be rewarded something like 1,000 Sim points. I have no idea about the Sims 3 World Adventures but what I do know, Is that if you have River-view in World Adventures you will have to re-download it to have it on the Sims 3, Also If you have it on the Sims 3 you will have to re-download again to have it on Sims 3 World Adventures. You can't get married on the psp version but i have sims 2 on the pc. how i get sims to marry, they must be in love. be under the boy sim. click on the girl sim, click on propose, engagement. after the engagement, anything could happed. wait a day or 2 in sim time then have your game under the boy click on propose, marrige. :) hope i helped!
