Defeating Speeding Spike
Speeding Spike is inside the subway car in the subway. He runs very quickly and runs into you. Go to the car he's in (the back one), and jump over him whenever he runs at you. Eventually he will get mad (blow his top) and rush left at you toward the front of the train. Jump and he will plummet into the next subway car. Follow him quickly and repeat this to get him into the next car forward. When you reach the front car, he will slip on the puddle there and you can handcuff him.
