In order to get to terrydactyland, you must first learn the move, 'Talon Torpedo'. (The move can be found in an Atlantic temple in Jolly Rogers Lagoon.) Once the move is learned, travel over to the pine grove and dive into the water. Once in the water, there should be a boulder with a Kazooie head on it. use the 'Talon Torpedo' to break it and enter the wastelands, where the entrance to terrydactyland is.
You must first learn Talon Torpedo which can is taught by Jamjars at Jolly Rogers Lagoon. Once you learn the move go to Pine Grove where WitchyWorld is and go to the right and dive into the water. Use Talon Torpedo to destroy the large boulder with Kazooie's face on it and then go inside the cave that is revealed. You will find Klungo again and you must battle him to continue to the Wasteland where Terrydactyland is.
