Judging by the "live" and "interactive" requirements, I would say the best place to do so would be in a virtual world.

Furthermore, given the possibilities for customising content required for implementing a classroom, I'd say Second Life would be best suited. Participants need only create an account and log on.

As the implementor however, you would most likely need to own the land where the class is taking place, which would most likely require a premium account based on a monthly subscription. Furthermore, you should either get the skills yourself to create the classroom materials online or allocate a budgets to hire someone in the Second Life to do it. There is a way provided by Second Life itself to look for job for and offer jobs to scrips and object builders to this end.

I am not experienced with this but I'd say 100 US dollars should cover everything, depending however on the complexity of the classroom materials. There's plenty of advice in Second Life itself for this, just make sure not to trust just anyone with your money (or Second Life equivalent Linden dollars).
