First, go to the neighborhood screen and find out which Sims are members of the Greek house. Go back into the lot where your Sim lives and use "Campus Directory" to call them and make friends. Once you're friends with about half of the members, apply to join (another phone option). A group of members will show up on your lot. Talk to them a bit, and you should be accepted.
If your Sim wants to move into the Greek house, first buy items using your share of available cash and move them into inventory. IIRC, you can move directly into the Greek house with an option on the phone.
