You have to go to meadow zone, go behind the waterfall and you will see magikarp swimming use thunder bolt on magikarp and he will splash out.After go talk to him he will ask you to play chase.

first you have to gain access into the haunted house's library.

then you will have to battle Sabeleye to get a book. take the book to duskull waiting near a bookshelf and the bookshelf will move aside,continue inside the passway behind the bookshelf and there will be Rotom and his Attraction.
