It can be obtained by bringing either 15 coins or 4 balls of wool to Ned in Draynor or at the Shantay Pass store. It is also a common drop from muggers which are right south of falador.
In draynor village, a man by the name of Ned will take 4 balls of wool or 15 coins in exchange for a rope. Alternative: Ardougne General Store, Keldagrim, Port Khazard. Wish luck to you.
