Well, you could go with the default neighbourhoods that they give you or you could go on modthesims2.com and find some custom ones that you like. After that, just add a bunch of pre-created houses from the Lots bin and put them on the street. If you want to add some flare, you could build your own houses. When that's all done, create your own families and don't forget to give them and their family a biography to make the neighbourhood story more intersting. When you're done with those Sims, move them into their houses and then get the pictures to add to the story.
