Umm... you can't make a fire you can hold in your hand (unless you mod it) but you can make a flint and steel which is made by flint and steel. to make it go to a crafting table put an iron ingot in the corner and a flint in the middle.

EDIT: You don't mod it, you use InvEdit or Single Player Commands. It appears as a fire in your hand and you can also hack water or lava.
NOTE: Once you place it you cannot retrieve it after placing unless you have a bucket.
