First, you need 1 iron ore and 2 coal. These can be obtained by mining them or by trading them with other players either manually or through the Grand Exchange. Next, use the coal with a furnace, and there you go! You have made a steel bar.

Do you mean iron? You need to find iron blocks, and then smelt them in the furnace, using coal, charcoal or some sort of wood.
