How do you make wheat in minecraft?

In order to grow wheat, you must have a hoe to plow dirt blocks near water. Then you need to plants seeds on the plowed land. there also needs to be light. As long as a structure has dirt near water, plowed with a hoe and had seeds planted on it in proper light, it can be a wheat growing farm.

There is not a known way of harvesting wheat other than by hand.

First, just keep whacking tall grass. Once in a while, you will obtain seeds. Make a hoe and right click on a dirt block. This will create farmland. Walking on farmland will destroy it. Holding shift, you can walk over it safely. Right-click on farmland with the seeds in your hand to plant them. In about one day-night cycle, the wheat will change to a brown-ish color and clicking on it will give you both a bundle of wheat and some seeds. Wheat can be grown instantly by right clicking with bonemeal in your hand on planted farmland.
