Once Muffy's heart is Red, purchase the blue feather from Karen on the phone.
Make sure that you have rescued at least 60 Harvest Sprites and own the Big Bed. Then, equip the feather and talk to Muffy with it. This activates your proposal sequence. If you have met ALL the requirements, Muffy should say yes.
She must have four red hearts in her diary. You gain hearts by giving her gifts. She likes flowers, milk, and some items from the dig site. A good way to make her like your character is to answer correctly during Heart Events.
When she has four red hearts you can propose using the Blue Feather.
If you wait until the end of the year the girl who likes you most will come to your house and you can propose then. Even if she doesn't have four hearts.
You have to get her to red heart (she likes wine and flowers and apple pie). You have to experience all her heart events, listed below.
