You go to Riften, and, either in the Temple of Mara or the Bee and Barb, you can talk to the priest named Maramal. If in the Bee and Barb, he will be the one preaching about Mara the first time you enter (if you haven't been to the temple first). He tells you about marriage and offers to sell you an Amulet of Mara for 200 septims or you can go find one yourself (they are hard to find, so I suggest buying that one). Wear it and talk to any man or woman who you have helped out and it might come up an option to ask them are they interested in you. They will ask you the same and if you respond "Yes," they will meet you in the Temple of Mara when you set up the marriage with the priest. You must wait 24 hours after you talk Maramal before you get married. Your marriage will begin instantly. However, 23 hours might be the safest. At the 23 hour mark, your spouse and some of your friends from around Skyrim wil show up. During the marriage, you have a second chance to cancel the marriage. If you say "Yes" again, the marriage will end and you are happily married. Talk to your spouse and he/she will offer you to stay at their house. If you have bought a house, you'll have the option of telling them to stay at your house. You will also be able to move if you have another house. If you miss the marriage, find your spouse and ask for a second chance and DO NOT miss this oppurtunity.
In order to marry anyone you first need the Amulet of Mara. You can acquire this amulet from Maramal at the Bee and Barb in Riften.
