There is one way, But it is quite complicated.

When you next see the fireman, press ctrl+shift+c and type in boolprop testingcheatsenabled true. Then hold shift and click on the fireman and go to add sim to my contacts (you might have to go to the option more a few times) Then you can phone him and invite him over. Then all you have to do is make the two sims fall in love.

Another way to do it is simply press ctrl+shift+c and type in boolprop testingcheatsenabled true go to spawn then tombstone of L&D. Then it should come up with a tombstone. Click on that tombstone and it should say add neighbour to family then keep clicking more until you find the fireman's name and then he will be living with you.
