To put armor on on Runescape, all you have to do is open the inventory tab located on the left hand side of the screen and click on the armor you wish to equip. It will allow you to equip it providing you have meet the level requirements to wear it.
To take the armor off, go to the equipment tab, and click the piece of armor again. This will take it off and put it back in your inventory.

There is no "best" armor in runescape, but armor such as the "nex" armor (Torva, Virtus, & Pernx) are some of the more elite types. Nex armor is dropped by the monster Nex in the gwd.
