There is a lot of red tape involved with opening a bar in many places, particularly the US.

At a minimum you are going to heed:

  • Business license - Easy, simply fill out the paperwork and submit it to the state.
  • Health license - Fairly easy, you have to have personnel trained in the basic health standards along with appropriate health screenings.
  • Liquor license - Anywhere from easy to next to impossible. Individual communities, counties and states list the requirements. A license can be very expensive to obtain in some communities. Some have a limited number and the only way to get one is to buy it from someone going out of business.
  • Liability insurance

And that doesn't even consider the money needed to lease and decorate the premises as well as train staff and lay in basic supplies and liquor.
