To open the gates and have access to Altru Park, you must first complete Mission 5: Recover a Key from Sharpedo! This mission is given to you when you arrive at Pueltown and talk to Brook - a man who is situated on the East side of Pueltown, on the harbour. Brook will tell you about the key to the gate blocking Altru Park and how it was taken by a Sharpedo. Follow Barlow out ona boat, dive into the water and capture the Sharpedo. After you capture the Pokemon, the mission is complete and you will gain Rank 3.
Travel to the North of Pueltown and talk to Brook again. He now has the key and will lower the gate for you.
