Go see Prof. Oak after you defeat Blue, the final Gym Leader. Either that or he'll call you as soon as you exit--I'm not sure. Oak will tell you that he's going to pull some strings to let you into Mt. Silver, so just fly to the gate and the guard should be out of the way.
You first have to beat the Elite Four for the first time and then you have to get all of the Kanto Badges and he'll let you pass

There are a couple of guards on Victory Road. If you mean the first guard you meet, you have to have all 8 Johto badges. If you mean the guard on the right, that becomes open after you beat the Elite Four + Champion and talk to Professor Elm. If you mean the guard on the left, then you have to beat the E4+Champ for a second time, then talk to Prof. Elm to get the pass to Mt. Silver.

Mt. Silver is near Victory Road. You have to defeat the champion first to go to the left in the entrance. Then you can come to Mt. Silver.
The bottom of Mt. Silver is on Route 28.
