I believe that you can but same with me it might be the type of computer or the graphics that might not let you use it.
This is because your computer doesn't meet the requirements needed for the HD standards, the only way round this and to play runescape is to play it in Low Detail.(question has been edited to add more detail. this answer may no longer be valid)
There should be a "tool" icon located on the Runescape Window, click fullscreen. Plus you can also customise the other settings, when they are lit blue that means they will be hd.
