There is a level 41 (45 if you started with Riolu) Froslass. Beat it, rescue Scizor, complete the following events (in which you will meet the Regis, but you can't recruit them yet) then beat Darkrai. After beating him, revisit the Regis and there will be a 55% chance that they will join you. Regigigas is different though. You must of beaten and recruited the other Regis to recruit him. Also, there is only a 20% chance of him joining.
