You need to have the Ambitions expansion pack to register for self-employed.
If you have Ambitions, then your Sim needs at least one point in the skill they're looking to be employed in (for instance a writer needs at least 1 writing point, a painter 1 painting point and so on). Then they can either register by phone (mobile or home) or computer where they'll be directed to go to the town hall, or they can go directly to the city hall and register for self-employment. After a few minutes inside they're all registered and self-employed!
