It depends on what you mean by Cheating and PlayStation Network. If you mean PlayStation Home then you can report them by pressing "Select" (opposite side on the controller of the START button). If you mean on the Network overall (accounts, trophies, online multiplayer, etc.) you need to contact Sony if it is against their terms of service.
