Firstly, someone must visit Anna where she resides in one of the houses. She will tell you about Jake, her 'sweetheart'.

After that, have Caeda (or Shiida) talk to Jake. He's the ballistician with the arrowspate near where the boss is. Of course, she'll have to get near him to do this, which isn't easy if she's still a pegasus knight as Jake's arrowspate can usually kill her with one shot.
