I'm not sure about other operating systems, but on XP go into My Documents, and there will be a folder labelled SimCity 4. Inside this folder, there will be a further folder labelled Regions. Simply delete this 'Regions' folder, start up SimCity 4, and your regions will be reset.

The above advice is NOT a reset. It has the same effect as just running Sim City 4 and deleting an entire region from within. Doing it from within the game is far easier and runs a lesser risk of deleting the wrong files. It does NOT restore the original region to installation status.

Sim City 4 is a PC game where you get to mayor your own city! In the game, you can do you-drive-it and you can select vehicles and drive them around in the city. It has good graphics and takes alot of thinking to build a city. (It's pretty fun.)
