In Spore, you can rotate building parts by selecting the part you want to rotate and then using the mouse wheel to rotate it left or right. Alternatively, you can hold down the right mouse button and move the mouse to adjust the angle. This allows you to position parts more precisely when creating structures. Remember to also use the grid snapping feature for better alignment if needed.
I don't believe you can make "floating" parts in Spore. You can put the legs where the arms should be, same with the arms. Just switch them around and you can have an awesome looking alien.
