If you own a texture pack, then it will show the texture pack for you only on the lan server.
Not quite sure of your question? If you mean how many can play off of one downloaded Minecraft app on one computer, I don't think there is a limit. Every one must have there own account and log into the game when the last person is done playing is all you need to do. Minecraft keeps track of every log in so there's a drop down menu that will show each players account that you just click on. For example, you have one computer and 5 people in your family that want to play Minecraft. All 5 will have to have there own Minecraft account in order to play with their own maps and saves. You just have to take turns.
I play on my own, everyone is welcome to get their own premium Minecraft account.

Your own server, no unless you make other people pay to get on. Public Servers, depends on the person running the server.
You do not need to own Minecraft to host servers for it.
Build a city of your own!
If you own Minecraft on that account then YES!
I would suggest making your own computer. It can be a little expensive but its definitely worth the time and the money. If you don't know how to build a computer there are many great tutorials online that can show you.
