If you are reffering to the glitch where you marry someone, tell them where you want to live and they dont show up there, then just show up back at the chapel or w/e in riften and your spouse should be there.

If you are on either console, you should have received an update. The update should have patched the bug where the water gets blurry and freezes. If not, you may just have to turn off your console and start it back up. This bug doesn't really happen much anymore. But to be safe, save your progress often.
