If you got the DLC for The Pitt, you should get an in-game message soon after you load your game about how you picked up a strange radio signal. Go into the radio section of your Pip-boy and click on the one from a man named Wernher. After you listen to it you will be given a quest, which you can follow to Wernher and he will take you to The Pitt
