you can only play as the oracle in Halo 3, but I get your drift. the oracle is a small floating orb, that can get rid of weapons on a place (I think only in multiplayer) and also can make vehicles fly out of the sky and can control where they go, and one of the only ways to kill it is with a rocket launcher or a lot of luck. If you want to know how to turn into it, just fool around with the directional arrow key thingies on the left of the controller.
