To unlock all the jutsus in Naruto Ultimate Ninja 3, just hold down R2 and R1 of the game's main menu. Then enter Square, Triangle followed by Square and Triangle. Hold down L2 and L1. Then enter Right, Up followed by Right and Up again. Then enter R3 and L3 at the same time. There will be a chiming sound.
