To unlock the 3rd cup of the 4 on the same line, you must complete the first 2 cups. If I remember correctly, in Mario Kart Wii, you don't necessarily have to get Gold, you can get a Silver or Bronze cup. To get the last cup, on that line, you need to complete the 3rd cup.
That is, complete Mushroom and Flower on Mario GP on any class to unlock the Star cup, and then complete Star Cup to unlock Special Cup. Do the same thing with the bottom 4, Shell and Banana for Leaf, then Leaf for Lightning.
