you dont unlock first you make a scenario then you go on custom scenario to make a scenario you go on map editor then it will say create map

Download file and place in : C:\Program Files\Microsoft Games\Age Of Empires II Gold Edition\Scenario This may vary if you installed it in a different drive.

i am a HUGE fan of AOE3... AND i made tons of customs, and i have never run into that problem, try restarting the software! that's the best a die hard fan could say.
